Singer/guitarist Chris Capitol, singer/guitarist Hans Wittrock, bassist Ian Nairobi, and drummer Mark Tabor formed Capitol Cities in metro Detroit in 2003. George Jacobsen joined the group in late 2003 as its lead guitarist.
